Question about Publishing Company

Hello,

I need advice from a veteran writer. This publishing company is asking me to pay money ($4000) upfront to secure their publicist. The contract states that if I have my own Publicist the cost of publishing book will not cost anything upfront. I still don't feel right about this. I know the book is publising material. Is this normal practice for a publishing company. I just don't want to lose sight of what my goals for the book are. My heart is completely into writing, but I'm afraid I am going to be disappointed. Also, I can't afford $4000 down. Please respond.
